In this tutorial I will show you how to add a little extra bang to the peepers using the Dodge and Burn tools. You could combine this tutorial with my Finishing Touches tutorial for a stunning portrait.
Tip: For people with brown eyes, like me, we need just one extra step because the technique has a tendency to make our eyes very red. So just after your done using the Dodge and Burn tools go to the Hue/Saturation slider and change the hue back to a natural brown.

NEVER use the Dodge and Burn tool in such a way!
I suppose such destructive editing is okay for the casual photoshopper who’s just wanting to quickly edit some pictures but this would never fly in a professional environment.
A better, non-destructive method would be to use Adjustment Layers.
Create 2 adjustment layers for Levels. Name one Dodge and one Burn.
Drag the white slider in on the Dodge layer until your image is blown out a little bit, then hit ctrl+i to invert the mask. Drag the black slider inwards on the Burn layer until your image is a lot darker and then invert it too.
Now you can grab a white brush and paint on those masks to dodge and burn just like you’re suggesting. The difference is that you can easily undo it by painting over with a black brush and you can toggle the visibility of the layers to see your changes.
Non destructive editing will save you more time in the long run because you’re preserving your original image.
